It was just then that old Colonel Spluttering came wondering up wanting to post a letter. Colonel Spluttering owned the big manor house at the end of the village.
"What is all the fuss about. " inquired the Colonel.
Constable Nowthen explained to the Colonel about the chimney falling down, how the man from the Council wanted it repaired but how Mrs Letterworth had not got any money to pay for it.
